CERC Ltd developed the ADMS-urban dispersion model which has been used by the GLA to produce pollution maps of London in relation to EU legislation compliance and to inform policy decisions. The main input data is derived from the London Atmospheric Emissions Inventory maintained by the GLA.
This includes sources of emissions for key pollutants. These emissions are provided on a road link basis for the major roads and a point-by-point basis for regulated industrial processes and oil-fired boilers. Meteorological data and other local site information is essential to the model and the involvement of the Met Office is therefore of significant added value.
A licence, software and training to facilitate the application of this model to Moscow has been provided as part of this project. Maps of current pollution and future predictions can be generated to provide fine-scale pollution data for those areas where monitoring is not currently carried out and to predict future air quality where policy measures suggest changes in emissions will occur. This information can be used in town planning, traffic management and air quality management.
This part of the project will be led by Dr. David Carruthers of CERC UK Ltd. and the Russian State Hydrometeorological University, MED and SEEM. We have very little knowledge of dispersion model applications in city management and policy decisions in Moscow although we are aware of very sophisticated modelling software development in RSHU.
